This data set consists of digital map files containing addressing or building information obtained primarily by conducting lab work using aerial imagery. Features contained in the data set include all building or primary structure points countywide and associated attributes. Building points sometimes are referred to as primary structures, however these data typically represent the main building(s) that have been addressed on each parcel. The Washburn County Land Information Office plans to maintain this digital data in ESRI's ArcGIS 9.x geodatabase environment using ArcMap tools. Some of the data was developed using field data collection techniques and field data collection will be used extensively to maintain the data. There are attributes in the data documenting the source for each record. Site access points are always present as a related feature class, however not all site access points are accompanied by a building point.
There are numerous reasons for developing the building feature class. 1) Existing address documentation; 2) Enhance methodology to issue new addresses; 3) Provide locational information for emergency services within Washburn County; 4) Publish hard copy map products like platbooks and emergency services atlases 5) Help maintain accurate parcel addresses in the property tax database; 6) Help improve the accuracy of the telephone company's ANI/ALI database 7) Many other uses in other County Departments
This data set was created as a foundational element for the Washburn County Land Information System. The building feature class provides a digital representation of all primary structures within Washbun County and is to be used in conjunction with developed digital road centerline, site access, and driveway feature classes. The building feature class was intended to be used to enhance addressing information within the County.
Time Period
This information was prepared by using a myriad of data resources and is NOT to be used exclusively to describe all actual buildings. All distributed digital data is transferred to the user with Washburn County's Disclaimer of Warranty. Contact either the Washburn County Land Information Department or Washburn County GIS Specialist, Nathan Nelson, for additional access contraints pertaining to the data set.
Attribute accuracy is variable. Some attributes were spatially assigned from other feature classes and accuracy is dependent on the accuracy of the related featue classes (ie MCD, ESZ, ZIP). A majority of the attributes were taken from address mylar plat maps that were spatially aligned with 2004 aerial imagery and converted to digital format. Accuracy of this data is not quantifiable. This data was maintained by the county for many years. Data was cross-checked with other sources and problems encountered were documented as attributes. In summary, this is a dynamic feature class and errors, as they become identified, will be repaired and incorporated into the feature class.
All information has been checked for accuracy and is correct to the best of Washburn County's knowledge. Address validation for the feature class by conducting analysis between parcel addresses within the property tax database and the building feature class. In addition, scanned, spatially adjusted, hardcopy, mylar plat maps that contained address information were used as the foundational source for digitally locating addresses within Washburn County. Other analysis conducted consisted of MSAG road name comparisons, field verification, and aerial imagery.
To the best knowledge of Washburn County, this data set includes all of the building points within Washburn County, Wisconsin. The data, however, is dynamic and therefore will have to be maintained on a regular basis. Because of the dynamic nature of the data, the data should never be construed as 100 percent complete.
Accuracy linked and limited to the horizontal accuracy of the 2004 aerial imagery and in some cases the features were GPS'ed and will be within 3.0 feet or less of the actual location.

Hardcopy mylar plat maps were copied to paper and sent to ADC
Paper mylar plat maps were scanned to produce raster images
Raster scanned plat maps were spatially adjusted to match section, hydro, and road features

Areas that were parcel mapped were joined to the property tax roll to associate the parcel address with the parcel polygon
