Abstract:
This Grid-format data set is a raster representation of the reed canary grass dominated wetlands of Wisconsin, derived from Landsat satellite imagery. The source data were acquired from Landsat Thematic Mapper (TM) and Landsat Enhanced Thematic Mapper (ETM+) data ranging from 1999-2003 as well as the wetland class of the WISCLAND Land Cover Grid. The image processing technique followed was published in the 'Development of a Landscape Level Monitoring Methodology Based on Mapping Invasive Species, Phase II: Statewide Mapping of Wetlands Dominated by Reed Canary Grass, Phalaris arundinacea L.' (2007).
The pixel size of the source data is 30 meters. The result of this is that any feature one-half of an acre or larger may be resolved in the data (i.e., Minimum Mapping Unit (MMU) of one-half acre). The reed canary grass data are usable at nominal scales of 1:40,000 to 1:500,000 for a wide variety of wetland assessment and wetland restoration planning applications.
Purpose:
These data can be used for watershed scale analysis in various arenas such as wetland invasives research, wetland restoration techniques analysis, and wetland restoration planning. The data have been developed for inclusion in the Potentially Restorable Wetlands Project. The data should be used at scales smaller than 1:40,000. It is also suggested that the data be used at no less than the one-half acre minimum mapping unit. ArcView with the Spatial Analyst Extension, ArcInfo/ArcGIS Grid, or comparable GIS software is needed to use the Grid format data meaningfully.

Accuracy Assessment matrices have been completed for each Landsat scene in the mosaic. These matrices should be referred to when using the Reed Canary Grass Cover Data, and are included in the 'Development of a Landscape Level Monitoring Methodology Based on Mapping Invasive Species, Phase II: Statewide Mapping of Wetlands Dominated by Reed Canary Grass, Phalaris arundinacea L.' (2007). Percentage User's accuracy and Producer's accuracy for each class along with overall percentage accuracy for each Landsat scene was calculated.
Logical_Consistency_Report:
This grid is a statewide mosaic of all the classified Landsat scenes used. The scenes were overlapped so that the most accurate scenes were overlaid on top of the lesser accurate scenes. Then the scenes were merged together to make a seamless statewide raster grid. Where there were clouds in the more accurate scene that were masked out, then the pixels in the less accurate scene were used to fill in.
Completeness_Report:
This map should not be considered a comprehensive state-wide map of reed canary grass infestations. It is meant to be a tool for determining wetland health. For this reason, only wetlands are visible on this map. All other land cover types are masked out. We recognize that reed canary grass can grow outside of wetland areas; therefore, it is ill advised to assume that this map depicts all reed canary grass present in the state.
The pilot study revealed that reed canary grass growing as an understory in a wooded area is not accurately picked up by the satellites. Trees and woody shrubs tend to block the satellite from "seeing" the groundcover. Therefore we can also state that this map is only believed to be accurate for open-canopy wetland types such as emergent or wet meadow.

The mask used was developed from the WISCLAND land cover wetland boundaries. WISCLAND was completed in 1991, making the data currency at present 15 years old. The vector data from the Wisconsin Wetland Inventory (WWI) was used to create the WISCLAND wetland boundaries. The WWI was not orthorectified at the time, creating the need to manually warp the arcs to fit the imagery. Although WISCLAND employed the WWI for its wetland boundaries, the scale of recommended use decreased from 1:24,000 for WWI to 1:40,000 for WISCLAND. In addition to the effects caused by rasterization, the scale change is also due to the fact that WISCLAND, although started with 30m pixels, was generalized to areas no smaller than four contiguous pixels; making their minimum mapping unit five acres. Only individual wetlands less than one acre were not generalized.
The data shown on this map have been obtained from various sources, and are of varying age, reliability and resolution. This map is not intended to be used for navigation, nor is this map an authoritative source of information about legal land ownership or public access. Users of this map should confirm the ownership of land through other means in order to avoid trespassing. Originally, the National Aeronautics and Space Administration (NASA) was responsible for operating the Landsat satellites through the early 1980s. In January 1983 operations of the Landsat system were transferred to the National Oceanic and Atmospheric Administration (NOAA). In October 1985 the Landsat system was commercialized. After that date, all Landsat commercial rights became the property of Space Imaging, with exclusive sales rights to all U.S. thematic mapper (TM) data. Throughout these changes, the USGS retained primary responsibility as the Government's long-term archive of Landsat data. As of July 1, 2001, Space Imaging relinquished their commercial right to Landsat data. The Land Remote Sensing Policy Act of 1992 (Public Law 102-555) officially authorized the government and assigned responsibility to the Department of Interior delegated down to the USGS.
