The data set is topologically structured polygon data with nodes at all intersections. Zoning polygons are related to tax parcel polygons. As parcel boundaries are updated, zoning bounaries are adjusted.
All towns under county zoning are complete. The Towns of Cenerville, Franklin, and Newton and the villages and cities have their own zoning maps.
Zoning boundary features were created from Manitowoc County GIS tax parcels. The relative horizontal positional accuracy for both layers is approximately seven feet.
As part of a zoning ordiance rewrite, the Planning & Zoning Dept. created a series of digital town level zoning maps. Once the preliminary maps were approved, the GIS Office converted those maps to a county-level geodatabase, using current tax parcel boundaries as a starting point. The new and old zoning maps were manually reviewed looking for areas of dual zoning on parcels. Polygon splits were made as necessary.
