The parcel data set delineates the tax parcels and associated annotation in Manitowoc County, Wisconsin. Each parcel is attributed with the County's parcel identification number (PIN). The PIN is used to relate parcels to tax listing databases. Parcel boundaries were derived from a variety of sources including GPS control, Manitowoc County digital orthophotography (DOP), an adjusted version of the WDNR LandNet, scanned/registered tax parcel assessment sheets, legal descriptions, certified survey maps (CSMs), subdivision plats, and road centerlines and hydrology developed from DOPs. These source materials were of several different scales and were from dates ranging from the early 1930's to present. Parcels were mapped to fit within Manitowoc County's Public Land Survey System grid using coordinate geometry (COGO) or screen digitizing. (Note: The County does not map parcels in the City of Manitowoc and they are not included in this data set).
The digital parcel map was created primarily for overlaying with other digital layers created by Manitowoc County for internal use. The parcel map is a representation of the geometry and topology of current tax parcels in Manitowoc County. This information is intended for cartographic use, general spatial analysis, and as a spatial index to land related information. They are not intended for legal, survey, or other related uses. The tax parcel map is not a substitute for the land ownership and interest descriptions contained in individual deeds.

All municipalities that are mapped by the County are complete. The City of Manitowoc does their own parcel mapping.
The relative horizontal positional accuracy for the planimetric information used to develop the original tax parcel data is approximately ten feet. With the remonumentation of parts of the control network and the use of coordinate geometry in original source documents, the positional accuracy is higher in some areas.

Property boundaries, bearings and distances, lot dimensions, acreages, and lot numbers are taken from deeds, certified survey maps, subdivision and transportation plats, and other legal documents recorded with the Manitowoc County Register of Deeds.

United States Public Land Survey System divisions
Parcel linework had been added to assessment maps using manual cartography as new parcel information was recorded. These paper maps were scanned and then georeferenced to Manitowoc County's PLSS grid. If possible, parcel boundaries were COGO'd into new parcel coverages using information found on the assessment maps or the scanned images were opened in the background so boundaries could be screen-digitized into the parcel coverages. Changes since 2002 were normally entered using COGO geometry. Dataset converted to a file geodatabase in 2009.
