The municipalities data set (also known as civil divisions) delineates the incorporated cities, villages, and towns in Manitowoc County, Wisconsin. A variety of sources at several different scales and dates were used to map the boundaries including legal descriptions, annexation documents, surveys, and subdivision plats.
The municipalites data set was created for mapping and analysis of the incorporated areas in Manitowoc County by county employees. Civil divisions are one of the Wisconsin Land Information Program's foundational elements and supports the county's goals and objectives relating to land records modernization.

United States Public Land Survey System divisions created by the Wisconsin Department of Natural Resources from 1:24,000 U.S.G.S. topographic maps.
Section lines, property boundaries, road centerlines, road right-of-ways, water features, lot dimensions, road names, parcel identification numbers, acreage, volume and pages of certified survey maps, plat of surveys, and lot numbers.
Annexation deeds, certified survey maps, subdivision and transportation plats, and other legal documents recorded with the Manitowoc County Register of Deeds.
Boundary lines, municipality names, state codes
The municipalities data set was created by editing a copy of the 1:100,000 WiDNR Municipal Civil District coverage. Boundaries were adjusted using the 1:24,000 WiDNR LandNet coverage and digital tax parcel maps. Further revisions are made using newer PLSS remonumentation data, surveys, and recorded annexation deeds. The original ESRI coverage was converted to a file geodatabase in 2009. Arc and label feature classes are used to recreate polygons after any boundary location change.

5-digit code that uniquely identifies each municipality in the State of Wisconsin. The first 2 digits are the DNR County Number of the county (36 for Manitowoc County). The third digit contains a City/Village/Town code where 0 = Town, 1 = Village, and 2 = City. The final 2 digits contain a unique number for every municipality in Manitowoc County.
